Phillips withdraws: Second councilman won't seek reelection
Russellville city councilman Chuck Phillips announced Thursday morning that he will be withdrawing from the upcoming election. Phillips, who was seeking a third term, is the second sitting councilman to withdraw. Mark Stratton pulled his name off the ballot several weeks ago.
